with painting, a tablet is definately helpful because of two things: your hand won't hurt as fast ;) and the pens are usually pressure sensitive, which gives you more control over what you are doing on your canvas. Generally, you should be able to do it with a mouse too, as far as I understand it, but it might be harder to achive the desired results.
